Dear Members of the State Water Resources Control Board:

The undersigned public water agencies that contract for Central Valley Project and State Water Project water urge the State Water Resource Control Board to delay the scheduled November 7, 2018, vote to adopt both the Phase 1 Water Quality Control Plan for the San Francisco Bay/Sacramento-San Joaquin Delta Estuary and the final Substitute Environmental Document.

The United States Bureau of Reclamation and the California Department of Water Resources have been working diligently and making significant progress with the CVP and SWP public water agencies and other agencies on voluntary agreements. These agreements would allow for immediate improvements in the protection of water quality, substantial improvements in conditions for fish within the Bay-Delta, a sustainable and collaborative governance structure, and secured funding for implementation. The agreements would be part of a comprehensive effort to improve water supply reliability in California and to further the protection, restoration, and enhancement of the Sacramento River and San Joaquin River watersheds and Delta ecosystem. The State Water Board’s adoption of the resolution and final SED on November 7th would severely hinder the effort to reach voluntary agreements, which would implement important features that cannot, at this time, be included in the current staff recommendation. As such, to allow for the continuation of this historic effort, the undersigned entities respectfully request that the State Water Board defer action until its December 11, 2018 meeting.
